Start as Zimbabwe's government
Select Zimbabwe on the globe and choose to lead its government to start a Zimbabwe campaign in Geoplanetical. Build your opening plan around the borrowing terms, budget forecasts, political resources and productive-investment options available in your own campaign.
Read the finances and prepare your budget
- Open Budget → Summary to inspect your financing options. Under Borrow money, check whether markets are open, the maximum available amount and the quoted rate. Use those terms to decide whether borrowing belongs in your opening plan.
- Select a tax in Budget → Revenue & taxes to prepare a revenue change. Income tax and social contributions have detailed editors, while VAT supports product categories. Review the proposed change before treating its projected revenue as money you can spend.
- Adjust expenditure in Budget → Spending to prepare the spending side of your plan. These changes join the same proposal as your tax edits. Compare current and projected revenue, spending and balance before deciding whether the package supports your intended commitments.
- Select Apply in the Budget project bar when the forecast is ready and the proposal suits you. This adopts the pending budget changes. If validation blocks the action, correct the flagged values; a stale draft must be discarded and prepared again.
Borrow only after checking the full cost
- Set Amount to borrow in Budget → Summary when borrowing is available. The preview shows Treasury after, Debt after and Additional annual interest. Compare all of them before deciding how much cash to raise.
- Select the Borrow button showing your chosen amount to issue the debt. Read the result beneath the controls and check the resulting treasury and public debt. Borrowing is a separate action from applying your tax and spending proposal.
When funding options are blocked
Read the reason beside the borrowing controls before changing your strategy. Default, financial distress, insufficient investor demand or the wait between debt issues can prevent a loan. Where the message allows it, reduce the amount or wait until the next issue date.
If ordinary borrowing is unavailable, inspect Diplomacy → Organizations → IMF → Program for eligibility and available lending capacity. Assistance requires a qualifying foreign-currency shortage, lost market access or sovereign default. The total commitment is the whole loan offer, so do not budget as though it all arrives immediately.
Check Budget → Summary → Emergency measures before considering monetary financing. Printing requires a compatible monetary system and government control of the central bank, and IMF conditions can prohibit it. Creating money raises prices and adds debt held by the central bank, so compare the Treasury receipt with the financing consequences.
Check the political resources behind your plans
- Open Politics → Assembly to inspect Upcoming elections. Chambers and elected executive offices have separate calendars. Check the relevant contest before committing your party's campaign resources.
- Choose Raise funds in Politics → My party to replenish the party treasury. This provides party money rather than influence. Keep your campaign funding decisions separate from the national budget you prepared earlier.
- Choose Recruit with a recruitment budget in Politics → My party to bring in activists. Recruitment does not replenish influence. Before planning campaign operations, check the money, activists and influence you can actually commit.
For a proposed reform, inspect its support forecast and required majority before tabling the bill. A preview does not change the law, and a parliamentary vote may still be followed by assent, a veto or judicial review. Make political support part of your Zimbabwe plan rather than assuming that holding government guarantees every reform.
Prepare investment that the economy can deliver
- Choose Prepare an investment under Business & Investment → Productive investment. The programme can target a company, a specific good or a sector. Use that choice to focus your Zimbabwe development plan on the production you want to support.
- Choose the programme's objective: Produce more at home, Sell more abroad, Create jobs or Reduce a critical dependence. Each gives the investment a defined purpose. Prefer an objective that addresses the constraint you are trying to solve.
- Authorise the programme only after reviewing its assessment and proposed project. Check available workers, supplies, electricity and export transport where shown. Financing, technology or industrial requirements can leave an authorised programme waiting before construction starts.
- Open the programme's file to follow committed spending and construction. Further projects are selected within the budget and duration you set. Stop new commitments ends future allocations, while construction already committed continues.
Compare playthroughs with your game's behaviour
If you follow a Zimbabwe playthrough, use its displayed date, build, player decisions and observed results as context. Read the figures and eligibility messages in your own campaign before repeating its decisions. A recorded outcome is useful for understanding that campaign, rather than setting a guaranteed recovery target for yours.
Early Access patch notes describe fixes to price shocks becoming permanent inflation and changes that make central-bank credibility earned rather than fixed by income level. They also describe fixes for factory projects getting stuck despite available building capacity and corrections to budget previews. These changes make the forecasts and project explanations in your installed game especially useful when an older playthrough behaves differently.
Keep console cash separate from ordinary financing when comparing strategies. The money command adds cash to the treasury through a cheat, so that increase is not evidence of a successful budget reform or loan. A successful cheat permanently disables Steam achievements for that campaign; turning a cheat toggle off does not restore eligibility.
